Strategic counsel where rights, relationships, and power meet.
I help Indigenous governing authorities, values-led organizations, and individuals navigate complex legal matters across a mixed practice, bringing strong advocacy, sound judgment, and deep commitment to protecting and advancing their rights and interests.
Location
Based in lək̓ʷəŋən territory in Victoria, British Columbia. I work primarily virtually and serve clients on southern Vancouver Island and across BC. I am also open to travelling to meet with First Nation clients in their territories, and to the Vancouver area from time to time to meet with other clients, as arranged in advance.

About
Artemis Advocacy is the sole practitioner law practice of Jacquelyn E. Miller (she/her), serving Indigenous governing authorities, values-led organizations, and individuals across a mixed practice. My legal services are informed by my diverse experience from before I became a lawyer, which included many years of work for and with Indigenous Peoples, service in Crown government, support for candidates and elected officials at multiple levels of government, leadership on boards, organizational governance consulting, and building and running my own businesses. They are also informed by my education in Canadian common law and Indigenous legal orders from the University of Victoria Faculty of Law, in which I have taught Legal Research and Writing, and by practice in general service and Aboriginal law firms across a broad range of legal matters. This mixed practice reflects the way I have always worked: across fields, institutions, and issues, rather than within a single narrow lane, with a clear sense of how legal and practical, and systemic and personal, dimensions intersect. Together, this experience enables me to serve Indigenous clients and other people seeking legal support with depth, judgment, and care.

How I work
Strong advocacy for difficult matters
I am a strong advocate. I am deeply committed to my clients and stand up firmly for their rights and interests. I am comfortable in difficult conversations and negotiations, grounded in challenging situations, and I do not shy away from tension and conflict when my clients’ interests, fairness, or important principles are at stake.
Strategic support for complex and collaborative work
I also serve as a strategic advocate for clients engaged in multi-party issues and collaborative projects. Much of my work has involved facilitating complex projects, sensitive private meetings, and public or community engagement processes involving multiple parties, including rights holders, stakeholders, and decision makers.
